Three principles

1. Keep spectators entertained longer

Take the most compelling mechanics from other sports and remove the dead time that lets attention drift.

2. Remove owner disinterest

The only people who can own a team are the people on it, and only while they are on it.

3. Let every player earn at their level

Ability moves players; the structure moves money. Nobody is reduced to a fourth-string bench role.

Every rule in the charter traces back to at least one of these. Any rule that serves none of them should be questioned.

The bottom two of Upper National are relegated all the way back to county. National status is earned by playing, never held by tenure. Each tier activates when the team count supports it: county wherever four teams exist, state when a state has enough county teams, national when enough states have champions.
